@Dracthar1989 The song, and album as a whole refer to the proposed "Panopticon" prison development by Jeremy Bentham. A guard tower in the centre of the building would give the prisoners the impression that they were being "watched" every moment of the day. I suppose the girl hiding from the shadowed figures is meant to be a metaphor for that sense of paranoia that prisoners would have experienced had anyone gone through with development.
