The only reason Clinton had a surplus is because he cut our military spending by a third. (to bad he did that because our troops could have used better equipment in Iraq, it would have saved alot of lives).
As for Bush spending more than ANY US president in history. Well Obama Quadrupled that in his first 8 months.
