Cat's have been born with flaps of skin between their front and hind legs (like in a flying squirrel) but no cat has been born with wings coming out of the back,if a cat was going to mutate to have wings it would be a mutation of it's forelimbs, no mutation would cause an entirely new type of limb to suddenly spring up where there never was one before.
There have been cats born with fur that can matt into clumps that look like wings, or with deformed extra limbs or with feline cutaneous asthenia. It's not the same thing.

Hate to burst your bubbles guys, and I'm not sure, but I think that a lot of his is just babies that were meant to be twins but their twin died early on in the developmental stages in the womb. As a result, they received some of their twin's "spare parts". It's not entirely uncommon.
