You can use a type of crimp or pliers to make cutting the cable ties easier. It looks like a C with the points being the blade. They're smaller and cut at the tip making it an easier task. They're often included in "precision plier" sets.

Awesome! Thanks so much, I'm going to a post-apocalyptic rave party in a week or two bit, and I like these better than the regular dreads for said theme. BTW, I'm pretty sure what you are using (because I didn't understand "cable tie" until you showed me it) is what we call "zip-ties." Dunno if someone already mentioned it, just trying to help :) I know things don't always translate well when dealing with english, lol.
