I used to have a pug mix and she had the same issue with her tongue. They just have such little snouts and sometimes their tongue is too big for their little mouth. Can't do much about it, their not suffering, they just look adorable. ;)
@CarolLovesBeads the dog's teeth are either ground down with is common with most pugs..... or he has no teeth at all.... the teeth keep the tongue in his mouth thats what is hanging from his mouth
