That arc doesn't look like 700mA. It looks closer to 20-30mA. Check your transformer. I think you may have read the ratings incorrectly.

If that is outputting 8.4 kW with only 120W in, you may have just solved the world's energy crisis.

That arc definitely doesn't look like it's carrying 700mA and I see "30mA" on the transformer next to the 12kVrms, which probably indicates it outputs 30mA.

what model of transformer is it?
and does that transformer have open circuit protection?
