This is an exercise I use to teach the principles of biofiltration, I would not necessarily use something like this in a home aquarium. The rocks are heavy and keep the filter from floating; the plastic provides surface area used by the nitrifying bacteria, which do the actual work of biofiltration. Air pump is safer and simpler than an electric pump and it also teaches another principle of airlifts.
Would you mind explaining the theory on how this works? I'm still unsure exactly what the rocks do and the plastic and why you use an air pump instead of a water pump.
