However, when we think of a parallel situation like walking away from your car with the keys still in the ignition, i would think that it encourages people to steal it. if you make it hard, you deter most of the people. there's a sense of self responsibility which many people lack these days. not to say that stealing or raping is correct. but sometimes people need to be more responsible for themselves.
