I actually use Rock Band's Audition Mode for customs now. It takes a bit of work to make them into files for it, but it's cheaper than the other options. :P

Audition Mode costs 150$per year, technically, which is more expensive than the other options. (I'm being an ass and assuming you don't have XBLG or XNA subscriptions beforehand D:)
