Thats not even the factor the reason North Korea always uses the nuclear threat its to establish cooperation with the United States. The U.S. always tells North Korea that it will supply aid if it follows up on its deals. But when the U.S. doesn't send in Aid North Korea goes back to its diplomatic stance.

Thats not even the factor the reason North Korea always uses the nuclear threat its to establish cooperation with the United States. The U.S. always tells North Korea that it will supply aid if it follows up on its deals. But when the U.S. doesn't send in Aid North Korea goes back to its diplomatic stance.
