This reply is actually quite late, and I'm not sure whether you figured it out yet. Only Jay Chou can see "little rain" due to the fact that he was the first one she saw when she time traveled. He told his friends to pass the note to the last person in the row. Eventually, the other girl (Qing Yi) cannot see "little rain" and she is the last person in the row. That's why she read the note.

But didn't Little Rain read the note too and smiled at Jay? So how can both girls see the note at the same time? This is a strange paradox I think.

Little Rain did not read the note. The camera only showed someone opening the note, and then it cuts away to Little Rain lifting her head up and smiling at Jay Chou. If you watch all the way to the end, you see that it was Qin Yi that saw the note. Little Rain was only looking up and smiling at Jay simply cus Jay likes to take little peeks at her during class.
