More or less, yes. Though Jon Pertwee was the Doctor whom debuted the year I was born, I remember Tom Baker as the Doctor I originally watched. Sadly though Jelly Babies aren't as common here in the U.S. as they are in England. If I want to sample some Jelly Baby goodness, I actually have to import them from Britain via the web.

P.S. I believe it was Patrick Troughton, the Second Doctor, whoo started the whole onscreen Jelly baby thing in Doctor Who in the Three Doctors serial I believe.

Yes, it works with gummy bears, since their composition is also mostly sugar. When I was shown this experiment in school, gummy bears were used. I would imagine dumping pure sugar or marshmallows or something into the test tube would also work, though it's not as much of a gimmick as igniting an animal-shaped confectionery.
