I think commenters here should be sympathetic to the fact that the cop clearly has his period. Menstrual pains and cramps can be quite irritating and the police officer clearly is chafing from the insertion of a large tampon in his vagina. A local from this town cinfirmed this is staged. The SUV is an undercover vehicle.
