Yes this started with the Growth Management Act in the early 1990's.
It was a way to take away the homes and property of the lower or lower middle class and transfer their assets to the wealthy (developers,apartment owners) and create a world or workers who would pay most of their income towards rent having very little left over.Before a lower middle class worker could gain asserts by owning a small house,eventually paying it off and do quite well.Good documentary thanks for making it.

Tacoma is not Detroit, not by a long shot. I find this overly simplistic. We have kept more schools open than Seattle, despite some of the worst economic conditions in a generation, and public transportation cuts have more to do with an electorate unwilling to vote for taxes and a fire in a natural gas storage facility than any attempt to devalue the poor and working class. Sure you got that shot of the boarded up apartments, but you're leaving out the new Salishan community.

I do like the visuals but this just wasn't an idea that started in '05 Most of these condos stand on lots of homes and business long abandoned by the owners. Most destroyed by fire or already in a state of decay that was beyond repair in the early 80's. Several of these fires I covered. The gangs did not help. The poor, middle class and the wealthy moved to get away. Until the condos came, those buildings were havens of crime.
Wow Joseph! Is this going to be a full feature? I see what you mean. Detroit- people just left. Same with Gary IN. Some of that is going on in my neighborhood, but being L.A. it changes from block to block. We have this huge empty lot just a few houses down from me. Big hopes of building condos and shopping in a blue collar neighborhood. Then the economy went to hell. At least the neighbors sometimes use the field for soccer. You go north and it is being built up.
