In doing so, he did the most horrible things you can think of. Working with Malificent, who is EXPLICENTLY an evil witch? If anything, he'd have formed an unholy alliance with the heroes to defeat the 'sinners' who took over the House.

& i think Ratigan didnt appeared due its size, he's way too small compared to the other badguys so if he's there you wouldn't be able to see him ...& i think Oogie Booogie didn't appeared becauce in house of mouse only appear fully cartoon, not live-action nor stop-motion (& that's why Jack isnt in the song either)

I like to think of it this way. there's no way they can show every villain in this little number. It'd get messy and possibly confusing. Plus if they took out let's say hades or jafar to put in scar and frollo there will bond to be some people wondering where jafar and hades are. :3 I think they have a nice variety of villains in this; both major villains (Jafar, Gaston, etc) and minor (siamese cats, big bad wolf, etc). plus the song is still awesome! :D
