If it were up to me, I would allow him to apply for citizenship. I'd first check to see if he was on any terrorism watch-lists, or had attended any al-Qaida training camps, or had been convicted of any violent crimes in Africa. Assuming he had not, I think he is just the kind of person this nation needs. I'll bet he'd work hard, and his kids would wind up with above-average income eventually, as most immigrants' children do.
