George H.W.Bush went to Congress and got a vote for use of military force (an ersatz declaration of war). In effect, saddam was put on probation and he repeatedly violated it. Under George W. Bush, we(with Congressional approval) revoked probation and got rid of him, improving Iraqi lives and infrastructure...
