I am probably the only American who has even heard this song. This seems to be different from the song I am familiar with. I recently purchased All For You The Best of Cold Chisel and the version of Khe Sanh had slightly different vocals. Where can I buy this version, it has more raw vocals in my opinion. If you mean that Vietnamese troops fought during WWII, then I think you're right because I think that Japan attacked Vietnam at some point during the war.
However, either way, this song is definitely about the Vietnam war in the 60's and 70's, considering it was written and released in '68 and named for a famous battle in the Vietnamese War

I sense the individual has become somewhat dis'orient'ated after having endured so much, so far from home. Then upon arrival home finds junkies 'everywhere', also that scab labor has overtaken dockside jobs, eventually leading to multiple underpaid jobs for a mind that is now ingrained with war material. Yeah, thanks for posting this, but just to clarify, it should be 'the long-forgotten dockside guarantees'. This refers to those given to soldiers on their departure to Vietnam circa ’65 that they would return as heroes, etc (they returned to Sydney harbour on a drizzly day in ’73 with virtually no-one, certainly no politicians, to see them back). It's kind of important in recognising how Vietnam vets were well and truly shafted by the govt that sent them.

I sense the individual has become somewhat dis'orient'ated after having endured so much, so far from home. It states he sold his soul after having left his heart to Khe Sahn sappers (albeit officials or hookers). Then upon arrival home finds junkies 'everywhere', also that scab labor has overtaken dockside jobs, eventually leading to multiple underpaid jobs for a mind that is now ingrained with war material. Even after returning home still insists on going back but is going nowhere in a hurry
