Because they really "don't" own a flash. Someone who knows what they are doing, can easily beat joker/scorp with flash. Their spammed "flash killer" moves are easy to get around.

i wouldent say easy. but w/e. i guess once the flash gets the infinite off its pretty hard to recover.

I'm not talking about the infinite...
Joker does a hand buzzer, flash waits and gets a free combo. It just takes some practice to get the timing down.
Scorpion does the self-flame, flash can either walk up and block it or do a low attack (d+3) to make him stop then flash gets a free 100% safe mixup.
