I did a video of a tree in a parking lot the other day, and I have been trying to identify it. Some people say it's a crabapple so I did a YouTube search and found your video. The tree in my video looks like your tree, but the bloom is slightly different. If you get a chance check out my tree, and if you can identify it we sure will appreciate it.
