Hokkaido's a famed place of tourism and northern fox research. There's nothing wrong with these foxes. It was also mentioned in the famous japanese movie 'Helen the Baby Fox'
No, I don't think so. I guess they are just bred there so there would be foxes in future too. You know there's citys being builded all the time and there might be no forest to live for animals
