You can tell that in actual fact the wheels are moving because you can see the mud flickering as they spin. It doesn't look like they are moving much due to the frame rate of the camera syncing with the rotation of the wheels.

the reason the wheels appear to not be turning is because of the fps rate of the camera,it takes frames as the chunks on the wheels are at the same place...change the speed of the wheels and they'll look like they're moving again(although not necessarily forwards)
