Ok, lets suppose the cops can park anywhere and when ever they want. What matters isn't where they park their car at, what matters is the negative consequences caused by their actions.
Someone might get burned to death if firefighters doesn't get access to the hydrant on time, or someone might run accross a road unaware of an oncoming car coming from the left view which is blocked by a police car parking illegally, which might cause the death of that person trying to cross the road. There are reasons and purposes why no parking/stoping signs are put in certain areas.
If the fire firefighters "doesn't" get there in time it wont be because a squad car with direct radio contact with the same dispatch as fire/medic was parked there. If you had car direct contact with the dispatch for police/fire/medic i'd let you park in my driveway if it suited your needs.P.S. there is no supposing; cops can park anywhere. You know how lucky we are that this is what passes for police abusing power. Go look up Russian police beatings, common occurance.

I do not believe the action of the said officer is legal. If it was legal, the Mayor should try justifying to the citizens that if you park illegally, you'd get summons, but a Law Enforcement Officer is allowed to park his vehicle in front of fire hydrant by Pita Pit, not responding to a crime happening there, but to get food.
