Norway pays for theirs with their oil fields, but that is a problem for the govt there now they are trying to figure out. Actually, Norway is running some very focused nano-energy research projects. Growing energy demands and being a major player in the energy industry makes it viable this will be a successful venture. The Norwegian economy is getting ready to leapfrog past a post-oil economy.
