Trigger happy. They join the police because they were bullied when they were young and cannot over power others on their own, cannot make a living by themselves. So they join the police to over their weakness.

Shooting a guy in wheel chair?? Just a kick to the wheel chair will easily drop the guy on the ground and he was just holding a knife while they are with the shotguns.

@nihonjin44 The comparison you draw isn't logical. Doctors or nurse practitioners are professional but police men are not. Being a professional requires graduation with a professional degree. Police aren't professionals. They require intellectual training at the level of high school. They are given a badge and a gun after a few months "training".
