In the film, he is pointedly described as the head of HYDRA, and that is where he loyalties lie... he doesn't care for Hitler, the Reich or the Swastika... so as frustrating as it may be, at least there is an explanation. =)

I had personally hoped they would use CGI effects like the ones that were used to turn Arron Eckhart into Two-Face so it would look like he really did have a talking skull for a head.
