Koopa skip is a glitch that happens when you long jump immediately after landing where koopa should start talking to you. This allows you to make the talk box appear as you land further than where you were supposed to, giving you some advantage on time. This works with other characters too, such as the Penguin you have to race in Cool Cool mountain.

blj is easy just press realy fast and it must be done on keybord with "Z" and "X" for realy fast press both together and u can blj on eney thing like in tas but u cant known so fair blj on little stairs but the point is blj is possable used non tas

If you jump at the right timing with a wing cap by koopa you can fly around and when you land the text box comes up. you can use cannons to get to the top and get 0:00

great job. this may actually be faster than if you had landed on the ledge, because getting up from the ledge is probably faster than the slow rise you would have taken without grabbing the ledge.

it's only chance pf being faster would probably be if you're prepared for it, hit the edge as perfectly as you did in this vid, and press A immediately to climb up.

I really think it would be faster to just land on the ledge, doesn't take many frames to just turn 90 degrees, as it does to climb up and get the ability to move. Especially when you're a human, and not a TAS.
