@TheCriminalIntent I don't think its a batsu game of sorts. The guy that keeps on falling in the water is Takashi Okamura and the guy that times him is his comedy partner Hiroyuki Yabe. Together they are called Ninety Nine. They are probably second to Hamada and Matsumoto in Japan. :) Look them up they are pretty funny, they also have done shows with Morning Musume where Okamura plays their teacher.

And a good place to go to watch the shows with ninety nine in is Crazy on TV. Just Google it, it should be the top link. They have done a show with Downtown but it hasn't been subbed, you can get that show from Gaki fansubs. If ya want to know more links or channels let me know.
