I'm not that big a fan of Vera, but he's certainly Filipino even if he's not full-blooded. Filipino is a national identity, not a race. There are many Filipinos of Malay, Japanese, Chinese, East-Indian, and Half-Caucasian descent who live in the PI. They are bounded together by nationality.

Japanese with Brazilian citizen (Japanese-Brazilian) is still Japanese by blood yet part of Brazilian society and loyal to it so therefore also Brazilian.
