No, Sonic is faster than anyone and anything alive and unless Flash is dead (even if he was) that counts him as well. Sonic really uses his power ring for more powerful spin attacks if you notice in Sonic X he spins right after he gets it, unless you're referring to the past series. But Sonic is indeed the fastest thing alive no other has earned that title. He's A.K.A. "the fastest thing alive", "unrivalled in speed", and "fastest in the world."
