You should be able to find the tutorial in the "EffectsLab Help" forum in the "Support" area of Fxhome. There is a Sticky thread near the top called "EFFECTSLAB TUTORIALS (In Text Format)" by Axeman. Mine is fourth from the top in the section titled "Penguin (the Particle Engine)." Also, my Smallville Heat Vision tutorial is right above it, if you'd like to have a look at that as well.
Actually, it's a multi-layer effect, hence the color and reflections.
Check out the tutorial I wrote for it of FXhome. it sounds like it might be useful for you, particularly if you expect an effect like this from a single displacement map.
