If the US govt wanted to manufacture the War on Terror/War in Iraq you'd think they would've orchestrated an event that actually had something to do with the troop's final destination. 9-11 has roots in the 80's and the atrocities during the cold war. As for the War on Terror, The War on Drugs never worked to well so the Administration of the time needed something else to focus on.
