God bless the Commonwealth of Massachusetts!Mass has effectively decriminalized personal amounts of pot (up to 1 oz.). Now it's subject to a $100 fine, without some bullshit criminal record. Once again, Mass has proved itself the most forward looking state in the Union.
Amen. I mean, smoke crack and you may drop dead of a heart attack, it is Russian roulette. Marijuana? mellows you up. Whiskey is more dangerous. A heavy drinker will be dead a lot sooner than a pot smoker.
In America, costs of incarceration alone for possession on marijuana (and keep in mind that people with more than 15 grams get charged with higher offenses) is over $1 billion USD. Since the 1970s, the entire war on drugs has cost over $2 trillion USD in incarceration, enforcement, and propoganda.
It's the biggest waste of money on earth. Time to end prohibition, billions wasted on this sill policy, time to crack down on organized crime by taking away their biggest industry.
You're all brain washed by your parents, church and the special interest groups that control our government. Lawyers and the legal system profit from prohibition, it's costly, ineffective and denies us our right to pursue happiness. So does marriage after divorce. Who cares what homos do, that people smoke pot? Cigarettes, booze and Marriage is by far more harmful to your wealth and health. That's a statistical and scientific fact. Pleas tell me why Gays are fight for the right to marry?
I think that running you over with my car would make me happy because of the stupid, rediculous comment you made, but unfortunately illegal. Do you think the laws against murder are unconstitutional because it denies the right to the pursuit of happyness for one person? I'd love to see your sources for that "statistical and scientific fact." I bet you got it from the Huffington post.
Those of us living in the "reality based community" realize that almost everyone working in DC with an R or D after his name is a money grabbing scum bum. I lost what little respect I had for congress years ago. They all answer to their corporate paymasters not the electorate.
Rep. Barney Frank is not a joke of a congressmen you must be thinking of Rep. Kucinich. Rep. Frank is the 7th most powerful representative in the House of Representatives. In addition to the fact that he is the chairman of the Financial Services Committee.
This comment has received too many negative votesshow
Your right. He is so powerfull that Americans listened to him when he told us that Fannie Mae and Freddie Mac were solid and people should buy more shares. The result is that Americans lost millions of dollars and he is unrepentant. Do you think this has something to do with him being in Freddie and Fannie's pocket?
I believe ppl should understand that the stock market is just a large casino and everyone enters at their own risk. Yes he was wrong about it but he's right about marijuana and drug laws.
The only reason why it is not decriminalized yet is people profit from it being that way. Think about all the federal agencies, district attorneys, lawyers, probation officers, cops, anti-drug organizations that all get a cut of the billions of dollars thrown away each year? Cannabis is harmless do not believe the lies! Vote to save your tax dollars! Prohibition is unconstitutional!
What does tobacco have to do with marijuana? It's a completely different stimulant. A lot of people smoke cigarettes after they smoke marijuana because the cigarette is more enjoyable. Sure a lot of people would grow their own in their back yard, but most would get marijuana over the counter and would include either a state or federal tax. What a dumb statement.
Please act by visiting MPP's site and "ask your U.S. House member to co-sponsor this legislation"! If everyone works together we will make progress together. Simply entertaining yourself by watching this video and moving on to another video while not acting doesn't help! Please, take a few brief moments to participate, let your voice be heard! MPP also has a channel here on YouTube, one of their most recent videos is titled, "Barney Frank Introduces Marijuana Decriminalization Bill"!
Decriminalization of marijuana is essential. We've been under the heavy hand of oppressive laws for too long. Why make something that god gave us illegal? I hope that this actually goes through. Since the feds have lost funding for their so-called "drug war" maybe it will work?
Needs to be Legalized not Decriminalized. It should be 100% legal for me to grow it in my backyard without being taxed it comes from the earth just like Veggies and Fruit. It's a Herb and it's good for you :).
You know, it does kinda make sense. Define an amount that is considered "only suitable for personal use" and make that legal. Anything over that - you're dealing and it is still a crime. After all, you're the idiot who's doing drugs and as long as you're not enabling anyone else to, why should it be a crime? Go back to the days of drug laws merely existing for controlling trade in drugs. Barney Frank - I would have your babies if I was a member of your stated sexual preference!
It just GREAT to hear about things like this. I hope to Christ it passes. I'll try to keep a positive mind about it but realistically, I doubt it has a chance to pass under the fascist regime we now live under. Who knows though. This is great. Imagine the impact that this bill would have on decrease of arrests and our already busting at the seams prison system. The savings to the taxpayers, the environmental impact that the increase of industrial and commercial possibilites for hemp usage legislation that would surely follow. Good stuff.
Woooooo! I love you Barney! Although, I think it would have been better to introduce the bill under the OBAMA administration in a year or so. But maybe it still has a chance to pass under this corrupted corroding asshole George W. Bush.

There are well over 750,000 imprisoned in the US for marijuana related offenses. Given the medically proven harmlessness of the "drug" (it's totally non-toxic and is NOT addicting), and it's effectiveness to help people with diverse medical problems (even cancer and Alzheimer's), this is insane!!
The persecution must stop. The laws against marijuana are ACTUAL crimes, that actually REALLY hurt people.
And all out of ignorance, and conscious mis-information. Stop this stupidity!!!

This is a smart man, smoking weed made alot of friends for me.. & like he said make room for the serious criminals weed was put on this earth by god what else would he want us to do with it
I heard about this somewhere else, and was really happy to see a movement like this. I think the last time this has happened was in the 70's. I think we should push it harder and harder every year.
Most presidential candidates have admitted to smoking marijuana. Why should the people who smoke it, be punished and put in the same jails as murderers and rapists? How many lives has this prohibition cost? Educate yourself! It's time to do the right thing and legalize.
We have the highest incarceration rates of any industrialized country. More than one out of every hundred Americans is in jail right now! We spent 50 billion on corrections in 2007, a 127% increase from 20 years ago (corrected for inflation). States spend something like 7% of their budget on corrections. When this much money is being spent, it becomes a huge industry, with lobbyists, etc. People need to pay attention to what we are really accomplishing with this money.
We've never had a serious discussion of legalization of drugs in this country. There are plenty of European examples to draw on; what worked and what didn't? It seems like legalization of pot, and then taxing and regulating it, would be a better solution than what we have now.
The facts are in: Prohibition NEVER worked. More people died, more corruption, more crime under prohibition than did prior. If social drugs are federalized and taxed, we could spend billions on education, roads, rebuilding our cities, etc..
THank you Barney Frank for being sensible. He is not the first!! There are entire movements out there to remove prohibition. Google it!
Please educate your elected officials about the tragedy of the war on marijuana and insist they support Barney's bill. Get your friends to do the same - it's an issue that should concern any American. We waste around one billion $/week on the war on some drugs and the pot prohibition is a big cog in this beaurocratic wheel.
