I think they are one of many DBZ alien races given one example the Bune Jins like Pui Pui we see on Majin Boo saga or Hemadeins that are one of most commun Freeza man on his army Cui(or Kiwi in some countrys)is on of them.But given the way the guys with them are dressed as soldiers and that how hard the Saibaman really is I think those are commun pirates robots(Kaizoku Robo)from Dragon Ball just whoever made these game forgot thier tail.
