Not sure if it's calculated just in Asian countries in that report. But for the most recent one (2011) Japan is ranked 6th while S.Korea is ranked 7th which means Japan is having more works done than the Koreans at that point in time. It changed from time to time. Usa is leading for the highest rate of cosmetic procedures at the moment.

actually koreans have the best plastic surgery. they are known for it. 80% of koreans get plastic surgery. Most Japanese do not.
