We are making a sheen, the Hebrew letter. You know when Spock on Star Trek makes the hand gesture and says, "Live long and prosper"? (He is Jewish.) That is the Sheen, is is an Sh sound. The beginning of Shalom has a sheen so we are making two of them and it is part of the prayer for peace (shalom). When cantors do the Aronic Blessing they hold both of their hands up in this gesture.
