In a way it makes sense. I've seen the movie and the Killer only attacked and killed martial arts champions, masters and people who INTERFERED with his fights, but he never went after just anybody. He targeted Ken (Gary Daniels) because he interfered with his fight against his niece earlier in the film and he came close to catching. The killer kidnapping his family was a way only to draw Ken into fighting him, he never planned to kill them, only Ken.
