You may be getting tonfa confused with nunchaku - tonfa is the shape of the handle inserted into small grinding wheels used in the home, as well as the handle that hangs over the fire with a pot on it, while nunchaku were used for threshing soybeans...or as the remaining 2 parts of a san setsu kon...or as a part of a horse's bridle (or maybe halter, I'm not a horse person). By the way, all of this was discussed in Shihan Nishiuchi's clips that I have posted on each of these weapons.

Baring in mind the generally accepted origin of karate kobudo weapons is farm implements and such. The use of a cord is probably far more common. Chains were deffinatly used however. Also on a training note a corded nunchaku allows the user to generate a far greater amount of RPM which means more skill is required for full control etc etc.
