Goal Keeper's responsible for getting into his position. He only has to be in his half of the field when the kick off.....no the referee does not need to check to make sure he is ready.....it's the keeper's responsibility.

its the scoring teams fault, if one of the players around the box had wasted time getting into his own half then the kickoff wouldve been delayed in time for the goalkeeper to return to his net
