I've noticed this in most of JerrySpringerHQ's other videos as well. My guess is this is caused by some kind of residue of previous audio streams (on the media it's been recorded on) or it may be frequency overlapping from the TV source (like with an imprecisely calibrated analogue dish or cable receiver).
