The two prevelant fanthories dictate that either After the Gozer incident, the GBs rounded up all the leftover goo and dumped it in the containment unit, where it seveloped its own sentience or that some slow-witted ghost took the form as a sort of copycat thing because it wasnt smart enough to be more creative. It IS shown to be stupid here.
