It's the character of water to take the path of least resistance, and that also can add to it's deadliness in tsunamis, 'cause what comes in, must eventually go back out.... So receding waters can also be deadly.
The windows in this building can't be opened; the people inside can't scream to the ones outside on the street to warn them how large the tsunami is. And the people on the street can't clearly see it, with the intervening houses blocking their view. You can hear the ones indoors pounding on the windows as they try to get the attention of the people outside.
@hebneh In various accounts taken after the tragedy, survivors mentioned the "sound" which accompanied the tsunami. I think in all probability, they could hear it even though they couldn't hear it. Still, it doesn't make the whole thing less tragic.
I read that in Miyagi and Iwate prefecture, where the video is being shot, only 17- 18% of citizens evacuated because they were sure the World Guiness Record Breakwater they have (63m water depth, 22m wall thickness, 8,6m height above sea level, and 2 km of lenght) would be more than enough against a tsunami. That´s why they walk, but then ... they run.
@SamRai88 im not Japanese, but im planning on moving and living there for a few years, and when i heard about this catastrophe and saw the videos, I felt like my own home was being destroyed. I can tell for the most part what the people in this video are saying and yeah... its not funny. (and im not pointing fingers)

No, I don't think that they were unaware. If you watch closely, many of them were running and in one direction - no doubt to an evacuation site or a hill - so I think they knew exactly what was happening and trying to save themselves. I do not wish this to happen to Japan again or to any other countries. All my life, I've been lucky to have never lived through a disaster - I wish that for all the people of the world. Insha allah, the people in this video are safe.

This tsunami's 15m height was measured at the coastline, In the back of other bay, it was up to 40 meters at max.
