The logistics for installation had to be difficult.

its some hackers from germany, its called Project Blinkenlight, and it grew out of a german collective of hackers, the Chaos Computer Club, or CCC. they also did stuff like hacking cellphones, NASA, a paytv-system, ... but mostly they hold conferences and meetings and do all kinds of different stuff noone did before involving hardware, software and the internet.
