Cleburne's proposal wasn't until January 2,1864. I blame General Early for the rise of T.J. Jackson and the dismissal of so many other better Confederate generals. Anyone who went against his beliefs was dismissed by him in his post-war writings.
I always found it a tragedy that Cleburne never gets the recognition that T.J. Jackson does. My opinion is that he was a better field commander- operating under much more demanding conditions.
Wasn't Cleburne a Divisional commander rather than a Corps commander? Not that this is a reason for less distiction but certainly Jackson was closer to the decision making process with Lee. However, Cleburne is probably the most beloved and respected General of the war.

Cleburne was not allowed to be a Corp commander after he formally proposed that the slaves be freed to fight for the Confederacy...
