They know the system doesn't need to work since they know how and why everything about 911 since there predocessors controlled it all in worse case or they know exactly what part of there secret ops blew back on them. So they think they are in control now and the security is being done for other reasons. They need to reinforce the idea that the feds had nothing to do with 911 and they couldn't have stopped it.
That's the way the PTB operate, they always have a "open door" to allow for a breach in security. This will give them job security. And another reason to extort money from the taxpayers.
