Tbkof, i don't know what program was used to do this video, but you can accomplish such effects with almost any video editor.

I recomend you After effects.

With Adobe Premiere, After Effects (This one is awesome, i recomend it), Corel Video Studio, Final Cut (for mac) or Sony Vegas (the one i use for editing, but i finsh and add effects in adobe after effects), you can do this effect.
