Fouling the guy will make him think twice next time he has the ball and that hesitation becomes your advantage, and there is no need for a dangerous foul, just let him know you're there and he won't be dribbling past you. Basic principle in soccer (I always thought anyway) is to pass the ball and move, fancy dribbling is alright, but you can do just fine without it. As long as you can control the ball, turn with it, and pass in a straight line you will be ok.
