I actually went to google earth and looked at this thing for myself. I will concede that it does establish Vatican City as a country.
However the city itself falls within the geographical confines of the city of Rome.
On what grounds do you consider Vatican city to be outside the city of Rome?
As mentioned in the earlier comment, Rome is a city with borders, not a single point on the geographical map.
