I actually think that the fact that there is barely any voice acting adds to the magic of the Zelda games. Full voice acting could ruin the game, really. They'd just have to cast one person wrong and it would bring everything else down. So, in my opinion, the amount of voice acting they have now is just right. Zelda is just one of those series that has a strong story that doesn't need voices to carry it.

i don't think it hurts it to not have voices. in fact the chances of hurting it would increase with voice acting. other m is a good example. it has many problems, but voice acting was like salt in the wound to a lot of people.

It would be odd to give everyone except one character vocal lines. It would mess with the balance of of the game and draw more attention to Link not speaking then other things in the game, plus it would annoy some people that everyone talks except one guy. Kind of an "All-Or-Nothing" deal.

Besides, as Aonuma jokingly said in a recent interview with GameInformer, "everyone would be speaking Hylian, so even if you heard them speak, you wouldn't understand them. [laughs]"
