You're missing the point. getting a tatoo is like getting a permanent fad hair style. A few years ago no one had tatoos and everyone had mullets. Imagine their mullets were permanent. Everyone'd be laughing at them... Like they will the tatoo crowd in a couple years. I've been around long enough to see it happen many times. Sure there's a group of old school tatoo guys. We call em unemployed jail trash.

I do understand the point you just made. In my opinion, a tattoo should be meaningful to the recipient, but nowaday, getting a quality tattoo, to some people, is more important than the meaning. When looked at from an "art" perspective, it all makes sense. Aside from your stereotype, you're overall point is clear. Art can only be appreciated by people who see it in it's most uninhabited form.
